hallmark on sterling stand?

can anyone help with this hallmark on this knife stand i think it is

That's a Reed & Barton mark - not sure how this would work as a knife stand, to my eye, looks more like it might be something along the lines of a stand for a curling iron, missing its alcohol burner...
