identify mark & bowl use

This looks like a sugar bowl and the color of the enamel led me to think of Tiffany, but the marks do not match anything I could find. The tip of one leg shows sterling, the other the hallmarks and the tip of another the part number. Any help would be appreciated.

Cheryl, thank you for solving my question on the makers mark. In regards to size, the bowl is 1 3/4" tall and 3 1/2" across the top. The bowl depth is 1 1/4". It might be too small for a sugar dish and probably too large for a salt bowl.
