Need help with Tea Service Hallmark

Can anyone tell me the manufacturer of this tea service?

That mark looks very similar to one used by Dunkirk Silversmiths, Inc., Meriden, Connecticut ( mid 20th century). The eagle and silversmith icon are a little different. Maybe a newer version? They are listed on this site.
