usually such diamond-shaped makers' marks, sometimes called "pseudo hallmarks," are found on mid-19C american coin silver often from NY. i would have guessed this knife to be c. 1860 coin silver based on the mark and decoration. since it is stamped sterling, it might be a little later, c. 1870s, but i have seen a couple pieces where the sterling mark was merely added to old stock, after the use of the higher standard became widespread.
i don't have any coin silver mark references, but if possible i would turn there for your answer regarding the maker.
