Unidentifiable Sterling Mark HELp!

Hello, I have recently acquired some silver and these were in the lot. I have no clue as to who made these. I know that one is a fish server and that's the one with the weird mark. Both pieces are marked sterling but only the fish server has the hallmark. Thanks! Hopefully this goes well! Also, they are 2 tone with the bottom portions having a gold wash or plate on them
