Whiting Pie Cake Server with 1823 Pat Date? Makes No Sense

Found this at the bottom of a box of silverplate. I got a good close up of the Pat Date. I am serious. It really looks like 1823. I know better because Whiting did not start to produce sterling til 1866.

Someone tell me the pattern and intro date. That should clear this all up.

The pattern is King Albert, introduced in 1919.

It is a chattered mark, meaning the hammer bounced or it was double stamped to get more depth with the punch misaligned. Yours is a misaligned triple stamping of 1920.
