Need help with a perplexing sterling item

I got this sterling marked bread tray at an auction. I got it home and cleaned it up. It looks like plate loss and copper base showing through. This piece is clearly marked sterling with four hallmarks. Three letters and one that looks like someone rowing a boat or a woman playing a harp. Is this real or a fake. Thanks Mike / Mgfrd

The "STERLING" stamp is available (in the US anyway) to anyone possessing about 8 bucks.
