Sterling Cig. / Cigar Box + Cutter Maker?

Hello
can please somebody tell me who made this Box? Its large and heavy (around 1,8kg). Nice Quality.

I guess it was made in the U.S.

Next to the hallmarks there are two very small hand engraved no. What could these mean?
