Towle Silversmiths, formerly Towle Mfg. Co. was founded in 1882, they're now a division of a large conglomerate called Syratech Corp. Your letter opener or paper knife is fairly recent (probably within the last 25 years), believe they're still in production; picture's a bit fuzzy, but the pattern looks like Silver Flutes, introduced in 1941.
