Help With A Manufacturer

Good Evening All... Can anyone help with this makers mark? I was thinking maybe Whiting...but the lion seems too fat....also, any clue as to the black streaks running over the back of this tray...I have cleaned and buffed to no avail....they will not come clean...they are smooth to the touch, but they still hang around !! Thanks for any help you can give!!
