Sterling Scoop Need Help ID Pictorial Mark

I found this in a group of flatware at a yard sale this month. I picked it up because I thought it was Jensen Acorn, but it is only marked Sterling with a pictorial mark. The mark reminds me of the Atlanta Olympics Logo with stars ring out of a central column. Any suggestions of who this maker might be?
