It was originally the mark for Simpson, Hall, Miller & Co. of Wallingford, CT that became part of International Silver in 1898, the mark was used well into the 20th century by International. The style of your piece is one of International's Scandinavian-inspired designs that they produced through the 1950s-60s, starting with designs by former Jensen USA designer Alphonse La Paglia in 1952. As an old bartender, from the shape, I'd say it's a Martini glass rather than Champagne.
