Unknown Sterling Hallmark on Hair Brush, HELP Please

I have looked all over trying to find the company/maker that made this hairbrush and have had no luck so far. It is marked with the letter S with the currency symbol of "L" with a line through it and a shield under the "L" and then the letter B and finally "STERLING". Here are a couple photos. If anyone has ideas, please let me know. Thank you kindly.
