6-PC STERLING TEA SET - NEED HELP IDENTIFYING MARK PLEASE

I have a 6 piece sterling coffee/tea set and I am unable to identify the marks.
I'm not even certain its American, however it does have "STERLING" on it.
The mark looks like letters, maybe a large "T", and a slightly smaller "O" or "Q".
Inside the O or Q there is maybe a "P" and an "F"?
