Help to Identify a Spoon Hallmark

I have a serving spoon which is obviously old but am unable to identify the hallmark.
I am confident that it is sterling or coin.
Any help would be appreciated.

I think it is Köln in Germany.

I am not sure, but probably it is

And so you are indicating a 13 Lot fineness (just above -80%) mark?
