It looks like silverplate. The 90 is normally an indicator of the thickness of the silverplate layer on the metal base.

Hello, this is not a mark used by the WMF from Geislingen. I attribute this to Heinrich Erhardt from Geislingen. Active there ca. 1920ies to 1940ies. Best wishes, Bahner
