Need Help wit Identify this spoon? Thank You

Hello All,
I have this souvenir spoon that I like to fine out more about it.
The only marking I could fined is in the back P "image of a horse head" and R. I looked everywhere even in the silver-plate hallmarks but didn’t see it.
I would appreciate any help anyone can give me.
