Does anyone recognize this Portual sterling mark?

Can anyone give me any information about this mark. I can not find it in any of my marks books. The dish measures about 12" square and is quite heavy.

Don't drop it! Think your dish is porcelain with a thin plated deposit of silver.

why would you think this is not all metal

the item weighs almost 4.5 lbs. has a solid metal sound. have you seen a similar item with puro 95.7%.
