Mystery dish, can you identify this mark?

This dish is just shy of 6.5" across. Has a shield design inside (golf balls, clubs and divots?) and lots of scroll work on the back. Almost didn't see the mark it is so tiny,but has a blank bar underneath like some was supposed to be stamped in there? It is fairly heavy for it's size, almost feels like pewter
