Very strange 15 Loth (?) candle holder

Well, I came across this very strange 15 Loth (?) candle holder today. It's made from a spoon and a fork intertwined together. The spoon appears to be marked 15 Loth, which I believe is uncommon for a spoon. The other mark appears to be a crown with some letters below it. I can't quite make out the letters, but they could read "METAL PLATE". So I'm not even sure if this is silver. Any insight would be appreciated.
