Is this a Scorpion Marking - found on silverplate platter

These 2 pictures actually represent a single marking. The first photo is the mark blown up that is on the top in the 2nd photo.
It is on an oval silver platter that is about 24" in length.
Underneath the 2nd image is 420/1.
I am looking for the country of origin and/or the manufacture. Also what does the 420/1 indicate?
There are no other markings on this platter.
