Coin Tongs psuedo hallmark?

This is a nice decorated set of tongs, 6 inches long, with a mark that looks like a psuedo mark and wondered if anyone knew who it was. I appologize in advance, if it's continental and not a psuedo, if I put it in the wrong catagory. I have only seen continental (english, irish, etc.) marks read left to right, not vertical, that's why I think it is a psuedo, but know some may recognize the mark and maker.

Don't know who the maker is. Those do look like psuedo marks to me. Except for the elephant (?) mark, they look more like British silverplate marks than American psuedo marks. Some British silverplate marks do read vertically.

Dear Administrator, could this be moved to British sterling, I don't know how to do it, it's probably not a psuedo coin mark I guess.
