Hi,
It is silver plated, i.e. NOT solid silver, clearly marked MET meaning METAL.
For numbers on silver plate see here:
https://www.925-1000.com/a_platenumbers.htmlI think the manufacturer is from Warsaw, Poland.

Thank you for your quick reply. It’s exactly as you said, the maker is HEFRA in Warsaw, Poland. I googled "Warsaw met-60" and "HEFRA " came up.

The date of manufacture will be post 1961, the year that Fraget merged with Henneberg Brothers and became known as Hefra S.A.
