Is this silver or silver plate? Also how to post images?

I’m stumped on this one. I’m sure I’ve seen the mark before but I don’t know. It’s a late tastevin/quaiche. The first mark looks like a crown in a shield over writing (TROY, ATO or RIO?) and the second mark looks like 90L,109 or IOG. I’ve been looking for ages and come up with nothing. Finally, how do I post an image?
