Henry Wilkinson? Wine Cooler

I'm new to the forum. Thanks in advance for any help / info anyone can provide!
My question is twofold:. 1) Silver plate vs. Silver? 2) Correct attribution?
I purchased two of these wine coolers at auction recently. They were sold as silver plate but I have found exact copies, attributed to Henry Wilkinson online, in both plate and sterling. The online matches both had hallmarks. There are no hallmarks or makers' marks on mine. No clue how to confirm the silver content or maker.
The cartouches have been engraved (post fabrication) with what I have determined is the Eccles family crest. There are also engraved initials (WLE Jr,), and several numbers, perhaps inventory numbers, on the underside of the base. All appear to have been added after manufacturing, not as part of the fabrication process. See photos.
Why would these not have ANY hallmarks/makers' mark? In my research, I read that Wilkinson registered its marks at the assay office several decades after its founding. Can the lack of hallmarks be explained by the items being fabricated before that registration? What other reasons could be feasible?
I am not knowledgeable about silver and truly appreciate any insight anyone can provide.
