Silver tongs Plate/continental?

Hi all

I have acquired a set of sugar tongs with a 5 mark hallmark that is obviously not English solid silver. I am trying to discover if it is continental silver or plate. Either way I would like to find out more such as age, maker etc. Can anyone help?

Almost certainly one of the marks used by Joseph Gilbert of Birmingham.
