Unknown markings on silver spoon

Hello everyone,

I have in my possession a silver spoon with unknown markings. This spoon was found in Russia during the 1960's, but I believe dates much further back prior to the Revolution, and is possibly not of Russian origin as well. On the back there is a "J". There are two markings on the front. There is a marking with a chalice with an "I" to the right, and below the characters "NPA". The other marking seems to be "24°". Any help with the identification would be greatly appreciated.

Hi,
The maker is French Ste NPA pour l’hôtellerie (for hotels).Exact meaning of NPA abbreviation is not known to me (all items with this mark offered by French auctioneers are described as Ste NPA, nothing more).
