Unknown Monogram on Oneida Hotel Plate JEFFERSON

I don't know if this is the correct category or not, but I have a silverplate serving spoon 8-1/4" in the Oneida Hotel Plate JEFFERSON pattern, patent date of 1913. The piece has a monogram on it of an oval with wings on each side. I could swear I've seen this logo before, but I just can't place it. I have done a pretty exhaustive Google search with no results.

Has anyone seen this logo before? It would have to be fairly old seeing as the pattern began in 1913.
