AG Stone Bright Cut Cream Ladle

Not sure if this one is coin or plate. The only mark is "A G STONE". It has a bright cut floral pattern, similar to LILY or MYRTLE.
Any ideas?

I suspected it was silverplate based upon the bright cut pattern, but there was no plate loss and no plate marking (EP, A1, etc.).
