Victorian Pitcher-Who is this maker? Can't find Info.

Anybody recognize this maker? Assuming the PHILA is for Philadelphia. I got this at an auction just outside of Philadelphia. If it did originate in Philadelphia, guess it stayed in the area. Searches have turned up no results though, for info on the maker. Thanks to anybody who may be able to help with this one.
