PSC w/Anchor Silver Plate Tiny Cup 2 7/8" x 1 1/2"

I have a small cup--possibly a baby cup--that is marked very lightly on the bottom. There is an anchor with the letters PSC. Underneath it says "_______plate". Very hard to read. Any information would be very appreciated.
