looking for maker and pattern name

I do not know who the makers is on this by the mark,
I was told it was from around the 1890's time.

That looks like a mark used by William A. Rogers Ltd. Founded c.1900, they later became part of Oneida Silversmiths.
I'm lousy with patterns, can't help you there.
