Silver plate maker JL under crown cross keys salt & pepper shakers

I have an unusual nest/trio of salt/Pepper/sugar? shakers which are silver plated and marked JL under a crown and stamped with a cross keys mark. They are modernist in appearance and appear to be unused as the rubber seals for the shakers are all in mint condition. Any clues will be gratefully received. I can't seem to upload photos, can someone advise?

Right mark #2 should be considered a psuedo..might search threads for St. Mark's or Papal States entries for origin of original marks of which this appears to be an encircled copy only.
