unknown maker's mark on flower holder bowl

can anyone identify this mark. it is not clear on the silver item..no other marks on this flower holder bowl. it appears to behave like sterling but there is no mark. the marks appear to be hand stamped on the bowl. there is solder visible under rims and inside the bowl.. thank you
