It would appear that it is not Russian silverware, but Soviet stainless steel.

Trev is right. Pay attention to four letters in Cyrillic alphabet.
НЕРЖ
The abbreviation stands for ``stainless steel`` ("нержавеющая сталь").
Soviet period.
