Nickel silver ice cream spoon Avon

I believe this spoon is considered a ice cream spoon. I also think it is nickel silver based on the NS Mark. Is that correct? But I am stumped on the Avon and P & Co. marks. Any idea as to where this was made and who the manufacturer is?
