Interesting Spoon and Hallmark Mappin & Webb

This spoon smells strongly of sulfer, and tests like coin silver with acid. Is it heavy plated or possibly sterling? It is marked PP Mappin & Webb h

Hi - 'PP' would be 'Prince's Plate'.
