Silver Tray Hallmark - Netherlands? Zuthpen?

The closest mark I could find is the Maltese Cross which I understand is the mark of Zuthpen, Netherlands. One of the figures may be a Minerva.
Any help would be appreciated.
The tray measures 14" X 8"

I am afraid not solid silver nor silver (hall)marks but silver-plate marks.

Thanks. I see the Maltese Cross on the George Richmond Collis. Anything else that might show it as made by him?
