Need help ID'ing PA&SS mark on Silver coffee (?) pot

I'm trying to identify the below silver pot and have been unsuccessful. I found the pot in my moms basement and no one knows anything about it. I don't even know if it is a coffee pot or chocolate pot. Any ideas??

Not sure about this, but that might be a silverplate mark used by Philip Ashberry & Sons, Sheffield, England.
