Silver coffee and tea service - can't identify marks

I'm hoping someone can help me - we inherited this set and have been unable to find the marks listed anywhere. I believe it is American... The pattern on the set starts with a ribbon; coming down from the ribbon and across the bottom are flowers highlighted with what we believe is copper:
