Potosi Silver, Birmingham Hallmark?

I recently purchased these sugar tongs, and was curious to know how old they might be? Can this be deciphered by the characters in the hallmark stamp? I believe the last stamp is an R and a D. Any information that anyone can provide, would be greatly appreciated.

These tongs are electroplated and not silver. Therefore, strictly speaking, the marks are not a hallmark. They include no dating information but a rough estimate of date would be last decade of the 19th century. RD stands for "Registered" and merely indicates that the design was formally registered.
