Hallmarks on Semi-Ornate Silver Plated Ice Bucket

I am trying to figure out the hallmarks on this silver plated ice bucket. I have been to the library. I have looked through the silver plated maker marks on this website. I have looked through the forums on this website. I was at a pawn store, but not acquiring any information. I think the overall design is semi-ornate. The edges are decorated with gadroon. The bottom of the ice hold is fluted. Not sure what style you call the handles, but they're well decorated The underside of the base appears to have a soldered plate that contains the maker marks. The first symbol looks like a rook. The second is a crown with two lines on top that make up a cross. The third is some sort of plant, I'm thinking flowers. Then there is what appears to be a W under the crown, and appears to have arrows in the W. I have seen one American made silver plated ice bucket with three pictorial hallmarks, made in the 1940's, but wasn't any sort of letter under the pictorial hallmarks. Is this American? Is this mid-20th century? What company is this? Any information would be appreciated.

The mark on the right, which I believe is three feathers, is associated with the Prince of Wales. Like the fleur de lis, it has often been co-opted for use by manufacturers. International Silver Company used it alone, while E. G. Webster & Son of Brooklyn placed it on the left side of their three part sterling ware mark. I'm flippin' pages the old fashioned way but don't see it so far.
