Is this early Goldfeder? divided serving tray w/ covers

The old english style letters next to the crown are individually boxed and read S.G.O.P, to my untrained eyes. I inherited this with many other various antiques and collectibles a few years ago.

Thank you for any help identifying this mystifying piece.
