Question on Unknown Hallmarks - Anchors & Axe

Hi!
I need help in identifying these marks and I am at a loss. Might be F / cross or axe / B / anchor / P. Any help would be greatly appreciated. The marks are on a small 4 1/2', perhaps a child's spoon. Thanks

Have you tested them to see if they are silver rather than silver plated?
