Ampersand looking hallmark on cutlery

Hi,

I have a full set of cutlery with a gold tone to it. I initially thought it was dirty silver plate, but silver polish does not clean it. So maybe it is gold plate?

Anyhow, there is a makers mark on each item, which resembles to me an ampersand. I have looked through many directories and cannot find a match. Could anyone here help me identify the mark?

These look typical of nickel-bronze flatware that is made in Thailand. A google search should throw up similar examples.
