Need help with item...not sure what it is?

Hello,
I found these small bowls, perhaps they are salt cellars...I'm not sure. They are about 1.75" across the bowl and 3" across handle. I am not sure if it's silver...They are very heavy. I think it may be silver plated brass? or Gold plated silver? They are stamped "Italy" on the backside of the handles.
