Trying to ID possibly French Stamp

I have a tray that is stamped with 3 symbols, a letter (maybe an E), lion, and head (looks to be a guarantee mark). It's also double stamped with a number below it, 3857 stamped over 90.

Is this sterling or silverplate and is this a french mark? it appears to be french symbols but i can't say for certain without a maker mark or some other indicator.





Any assistance is greatly appreciated.
