Need ID! Poss EG Webster 1890 Silver Plate Tooth Pick?

I believe these are match or tooth pick holders, possible EG Webster 1890? Someone said it could be a partial mark but am not sure. Can anyone tell me who made these? Thanks!!

We have similar in the UK and they are known as miniature wine coolers...made to look like the full size ones but used for various purposes...holding matches etc but mainly holding toothpicks. Best wishes, Mike.

Cigarette urns from mid-20th century, usually sold with matching table lighter and sometimes individual ashtrays. They make great little individual vases for table settings.
