silverplate figural "fence" knife rest - European hallmark?

I have a set of 12 old silverplate fence post knife rests.
The mark is small and hard to see beneath the normal wear on them.
It looks like a thistle or torch, or the Eiffel tower upside down.
There is what looks like an "S" next to it, but it does not help me figure out which way is up or down.
