I've been searching everywhere and can't decipher these marks.

The 4 individual letters are EPBM = Electroplated Britannia Metal (see Wikipedia)and the shield contains the letters JG over S; this is the manufacturer's mark of John Gilbert & Sons. Your teapot appears to be of a design which was very popular around the end of the 19th century.
